Graduated Driver’s License Documents Needed Stage 1 Instructional Permit To get an Instructional Permit, a teen must be at least 15 years old, enrolled in a Driver's Education Program or Driving School and present the folllowing documents: - Driver Education Referral Card

- Original Social Security Card
- Parent/Legal Guardian must accompany new teen driver
- One Proof of New Mexico Residency:
- An Affidavit of Residency can be signed to prove teen residency. Form can be obtained at MVD Express.
The Permit must be held for at least six months. You will only be issued a maximum of two Instructional Permits. The Driver must drive with an adult 21 or older who has been licensed for a minimum of three years. The Driver must also complete a detailed log of 50 hours of supervised driving practice, including 10 hours at night. A parent or guardian must certify in writing that these hours have been completed. The driver will need to maintain a clean driving record for the 90 days preceding the application of Instructional Permit.
Stage 2 Provisional License To get a Provisional License, a teen must be at least 15 ½ years old, completed Stage 1 of the GDL process and present the following documents: - Expired Instructional Permit

- 50 Hour Driving Log including 10 hours at night
- Certificate of Completion from School of Driving
- Parent/Legal Guardian must accompany new teen driver

The Provisional License will need to be held for at least one year or until teen reaches the age of 18. The teen driver may not have more than one passenger in the vehicle under the age of 21 who is not an immediate family member. The teen driver may not operate a motor vehicle between the hours of midnight and 5 AM unless accompanied by a licensed driver age 21 or older. Exceptions are permitted for school, employment, family and medical need, or religious functions (licensees must carry a statement from the appropriate school, religious official, employer, doctor, or parent/guardian). The driver will need to maintain a clean driving record for the 90 days preceding the application of Instructional Permit.
Stage 3 Full License
To get a full unrestricted license, a teen must have held their Provisional License for at least 1 year, completedStage 1 and Stage 2 of the GDL process, and present the following documents: - Provisional License

Effective June 17, Senate Bill 9, enacted by the 2011 Legislature, amends Sections 66-5-8 and 66-5-9 NMSA 1978 to provide that:
The six-month minimum period for which an individual is required to hold an instruction permit before obtaining a provisional license is extended by 30 days for each traffic violation, committed during the time the individual was driving with the instruction permit, for which the individual was convicted or adjudicateddelinquent.
The 12-month minimum period for which an individual is required to hold a provisional license before obtaining a regular driver’s license is also extended by 30 days for each traffic violation, committed during the time the individual was driving with the provisional license, for which the individual was convicted or adjudicated delinquent. SB-9 also expands the Section 66-5-1.1 definition of “traffic violation” to include: child not in restraint device or seat belt; failure to properly fasten safety belt; using a mobile communication device while driving a motor vehicle (unless the driver holds a valid, FCC-issued amateur radio operator license and is operating an amateur radio); and buying, attempting to buy, receiving, possessing or permitting oneself to be served alcoholic beverages. Drivers License New Mexico's new drivers' licenses (DLs) and identification cards (IDs) are being introduced in a regionally phased implementation, beginning in April and scheduled for completion in June, 2008. The new cards are centrally issued at a single, secure manufacturing facility, then mailed to the cardholder, who will generally receive the new DL or ID 7-10 days after the date of application. At time of application at a New Mexico Motor Vehicle Division (MVD) field office, the customer receives a temporary / extension card and is advised to carry his or her prior card (which is returned to the customer with a hole punched in it) with the temporary / extension document as back-up identification. All males between the ages of 18 and 26 must sign-up for Selective Service in order to receive a Drivers License. A valid test certificate is required for registration. Vehicles tested within the past 90 days may receive a free retest at 1500 Broadway NE. - Commuter Vehicles
Vehicles entering Albuquerque/Bernalillo County 60 or more days per year require a test. - Failed Test
The inspection form will indicate the reasons for failure. Documented repair costs or estimates of $300 or more may be eligible for a time extension. - Free Retests
Free retests are available following vehicle repair at 1500 Broadway NE from 8:00 to 4:30 Monday thru Friday. - Time extensions
Time extensions for repair are not automatic. They are limited to one per vehicle for repairs exceeding $300. The vehicle, failed test, and repair receipts or estimate must be taken to the headquarters station to apply for a time extension. that can only operate on compressed natural gas (CNG) or propane (LPG) are exempt. Bi-fuel and flex-fuel (E-85 ethanol) vehicles require regular testing. - Diesel Vehicles
are exempt until January 2013. Vehicles over 10,000 lbs. do not require a test or exemption, regardless of fuel type. - Hybrid-Electric Vehicles
are exempt until January 2012. - Motorcycles
do not require testing at this time. - Moved Out of County
Federal law requires that vehicle owners requesting an exemption based on moving out of Bernalillo County must provide proof of physical residence. Vehicles that will continue to be used to commute into Albuquerque are not eligible for the exemption. - New Vehicles
are exempt for four years or until change of ownership. - Out of State
due to military, student, or temporary employment may be eligible for a waiver. Call VPMD or log on to the web site listed above for forms and instructions. - Weight
Vehicles with a gross vehicle weight rating (GVWR) over 10,000 lbs. are exempt regardless of fuel type. Please do not send these vehicles to VPMD. Record or correct GVWR during VIN inspection in order to exempt vehicle by weight. Paying Tickets Red Light Camera Tickets CAN NOT be paid at MVD Express. Titles If you are processing a title transfer on a motorcycle a VIN inspection may be required to verify the engine number. This includes motorcycles which are being transferred from a New Mexico title as well as an out of state title. IN BERNALILLO COUNTY ONLY: If the Vehicle is a 1977 or newer model, you must bring a current emissions certificate in addition to the requirements listed. Diesel models are exempt.
